Violence Prevention

For 25 years, SCAN-Harbor has had a program serving the Bronx and East Harlem focused on at-risk
teenagers. The participants have usually been arrested or are likely to be unless their behavior
improves. So the main goal of the program is to avoid arrests and re-arrests. This program has been
able to prevent re-arrests at a level 70% below the recidivism rate of similar teenagers who are
not in the program.

Other goals of the program are to decrease participation in gangs, weapon possession, and physical
confrontation of all types.

MAJOR ACTIVITIES:
– Individual, family and peer counseling;
– Home and school visits
– Positive Alternative to Anti-social Behavior: providing access to boxing, cooking, design,
basketball, computer programming, and much more;
– Self-Defense Techniques;
– Electronic curfew management;
– Motivational dialogues with inmates at local prisons;
– Other field trips, which broaden the exposure of the clients to new interests;
– Crisis intervention; and
– Parent training

Red Penguin Books published “Youth in Jeopardy,” an analysis of the program, in 2025.

The book  describes how the program has achieved its extraordinary results.
